Harper Construction Company earned an Outstanding on this contract by working with Government personnel to quickly resolve the many construction issues which accrued during the construction of this contract.  The Contractors team working together with foresight and experience pointed out many design and potential construction problems early to the Government so the Government team had time to resolve them before they impacted the construction progress.  This team work allowed the construction project to be completed on time.

Harper Construction performed over 41,566 hours of work without any lost time accidents or incidents.

An added advantage in construction was due to Harpers foresight by including the eventual quality control manager into the design process to induce familiarity and limit unexpected conditions during construction.

The subcontractors for this project were masterfully scheduled by the QC and Superintendent according to proper sequence; this effort eliminated project impediments that would have resulted in site demolition, rework and lost time.  Harper performed a superior job in management of the project resources and personnel.

This project suffered no lost time due to accidents.  The safety implements for this project met the requirements outlined in EM 385 1-1 from start to finish.  The safety officer was constantly examining the jobsite and the various work specific precautions taken to avoid accidents.  The safety officer was very responsive when hazards were identified by others and his level of sensitivity to safety kept a potentially dangerous project site from realizing those hazards.

The Contractor has cooperated with the Government and was professional and courteous at all times.  The Contractor has been responsive to Governments requests, at times going above and beyond the call.  The Contractor has a genuine partnering attitude and works well with all Government personnel.

The Contractor partnered with the ROICC to resolve delays timely and as efficiently as possible.  Early site work required the Contractor to edit the logic of his work to avoid costly delays associated with a Government conflict.  The Contractors expertise and willingness to partner helped the Government avoid substantial delay costs.

The Contractors performance and professionalism has been consistently excellent across the board on this contract, and I highly recommend them.

Construction was managed expertly with an excellent QC and Safety program.  Any safety concerns raised by the Government were addressed promptly, and Contractor was proactive in mitigating risk by constantly monitoring its safety controls and those of its subcontractors.

The attitude and effectiveness of the management team has resulted in a quality project delivery three months ahead of schedule.  Though this was a renovation project, I believe the product delivered was of a much higher quality in all aspects than when the building was originally built.
